Business Systems Analyst onsite in Washington, DC Urgent Need

Business Systems Analyst (will require process flow samples)
Contract 12+ Month
Location: 4 Days onsite in Washington, DC

Although the job description is self-descriptive but let me know what are the top 3 skills or any specific skills you are looking for to fill this role?

Strong skills at documenting: meeting minutes, propose agenda based on latest meetings. Very organized.
BA analysis: write use cases, process flows/diagrams (need examples/Samples)
Someone who can work independently (doesn’t need to be micromanaged) and propose new ideas, motivated to learn (I don’t want someone who has been writing requirements for the past 15 years).
Ability to create dashboard (Excel pivot tables, or Power BI reports, etc) to provide a dashboard view of a portfolio. Nice to have but not a must (I would want to see a couple of examples of this artifact).
Excellent PowerPoint presentations skills for Senior Management meetings. I would want to see a few examples of that artifact.

SAFe certification would be ideal but some sort of agile certifications is fine.
The position is to help me manage a portfolio of projects. I don’t need a PMI certification but someone very organized and detailed oriented.
Specially looking at someone who is very motivated and driven, and resourceful. But not someone who expects to be a project manager, or to delegate. Someone willing to be part of a team and be hands-on.
